Among the obligations of the beneficiaries of the Kit Digital Program subsidies is the justification of the subsidy. This justification is required for each of the Digitalization Solutions Provision Agreements, and the beneficiaries of the subsidy are responsible for it. Below, we tell you what it consists of and how you can carry it out. 

What does the justification consist of? 

Based on Article 31 of the Regulatory Bases, the objective of the justification is to detail both at a technical and functional level the installation of the solutions provided by the Digitizing Agents. 

Who is in charge of submitting the justification? 

The presentation of the justification is carried out by the Adhering Digitizing Agents, on behalf of the beneficiary. This is done in a first initial phase with a maximum term of three (3) months, and in a second phase with a maximum term of three (3) months from twelve (12) months, to be counted from the date of issue of the invoice in the previous phase. 

What documents do I need to submit? 

Article 22 of the Regulatory Bases establishes that the documentation submitted varies according to the defined execution phase. 

The first phase of execution of the aid consists of a report that corresponds to the pre-established digital form, including the following documentation: 

  1. Technical and functional details of the solutions installed and provided as well as their costs. 

  1. Accreditation of the fulfillment of the subsidized activity, according to the requirements established in the Program's Digitalization Solutions Catalog.  

  1. The invoice issued by the Adhering Digitizing Agent and the documentation accrediting the payment. 

  1. Express conformity of the beneficiary of the solutions installed and provided.  

  1. Declaration by the beneficiary of not having received any other subsidy, aid, income or resource, covering the same cost of the Agreement for the Provision of Digitization Solutions, from any Administration or public or private national, European Union or international organizations.  

  1. Relevant evidence of compliance with the publicity obligations set forth in Article 34. 

On the other hand, the second phase of execution of the aid consists of the same sections as the first phase of execution, except for point number three of the previous section. 

How is it done and where is it presented? 

Pursuant to article 30 and subsequent articles of Law 38/2003, of November 17, 2003, General Law on Subsidies, this is done by means of a simplified supporting account with the provision of supporting documents. This simplified supporting account consists of a report that includes the web form with the documentation specified in Annex IV of the Calls for Grants published to date C005/22-SI (addressed to Segment I of beneficiaries), C015/22-SI (addressed to Segment II of beneficiaries) and C022/22-SI (addressed to Segment III of beneficiaries). 

In addition, it is necessary to take into account that each Call for Proposals will establish the specific requirements for justification, taking into account the provisions of the applicable regulations of the Recovery and Resilience Mechanism. 

On the other hand, in order to access the different sections of the Platform, authentication will be required through one of the following options enabled in the identification, authentication and electronic signature system for citizens common to public administrations (Cl@ve).
